When many people hear the term "foster parent," they picture someone providing a temporary home for a child in need. While that remains an important part of the role, today's child welfare system recognizes that these caregivers offer so much more.
That's why you'll often hear the term Resource Parent instead.
The change isn't simply about updating language. It reflects a deeper understanding of what children and families need—and the extraordinary role caregivers play in helping them heal, grow, and thrive.
More Than a Safe Place to Stay
A Resource Parent certainly provides safety, stability, and daily care. But they also become an important part of a child's support system.
They encourage.
They advocate.
They celebrate milestones.
They comfort during difficult moments.
Most importantly, they help children experience consistency, trust, and belonging during times of uncertainty.
Supporting Families, Too
One of the most meaningful changes behind the title is the emphasis on partnership.
Whenever it is safe and appropriate, Resource Parents work alongside birth families, social workers, therapists, and other professionals to help children maintain healthy family connections while supporting the goal of reunification.
Success isn't measured by adoption alone.
Sometimes success means helping a child safely return home.
Sometimes it means supporting a relative placement.
Sometimes it means providing respite or preparing for adoption.
Every child's journey is unique, and Resource Parents are equipped to walk alongside them wherever that journey leads.
Why California Made the Change
California's Resource Family Approval (RFA) process combines what were once separate licensing pathways for foster care, kinship care, and adoption into one streamlined approval process.
More importantly, the change reflects a philosophy that every approved caregiver is a valuable resource—not only for children, but for families and communities as well.
